2. BRIEF REPORT ON THE MEDITERRANEAN MULTI-STAKEHOLDER CONSULTATION MEETING: CONTRIBUTION TO A MEDITERRANEAN STRATEGY FOR THE JOHANNESBURG WSSD, 13 NOVEMBER 2001, MONACO, ORGANISED BY MIO-ECSDE WITH THE SUPPORT OF UNEP/MAP, THE PRINCIPALITY OF MONACO AND THE CEU DG ENV

Please also refer to the previous bulletin (no 33 Sept-Oct/01).

MIO-ECSDE would like first of all to thank all the speakers and participants of the meeting as it was undoubtedly their contributions that helped in making it a successful one, and we would also like to take the opportunity to once again thank, the UNEP/MAP Secretariat, the Principality of Monaco for their support and the EC DG ENV, as well as Dr. K. Töpfer and all the collaborating organisations (UN ECE) for their encouraging message to the consultation.

MIO-ECSDE made a genuine effort in synthesizing and adding appropriately each and every comment and intervention proposed by the many stakeholders and representatives of the meeting to enrich and strengthen the working documents. You will find the final version of the main working document attached. As concerns the 12th Ordinary Meeting of the Contracting Parties to the Barcelona Convention (14-17 Nov) here is a brief outline of what happened in relation to the outcome of the Mediterranean Multi-Stakeholder Consultation Meeting held on the 13th:
1) A Drafting Group was set up on the 14th after the opening session with the purpose of amending the Tunis Declaration into a Ministerial Declaration for the Johannesburg WSSD.
2) MIO-ECSDE was invited by the Chair of the meeting to communicate the outcome of the Med Multi-Stakeholder Consultation Meeting of Nov. 13th to the Drafting Group.
3) The Drafting Group decided to invite MIO-ECSDE to participate actively in it.
4) The document resulting from the Drafting Group was a very solid document, which incorporated most of the principles and points proposed in that of the Multi-Stakeholder Consultation Meeting.
5) The Ministers adopted with minor changes the output of the Drafting Group and you will find this Ministerial Declaration attached herewith as well.

The Mediterranean Ministerial Declaration for the Johannesburg Summit is a significant improvement to the Tunis Declaration but also of all other documents of the region: it makes clear reference to “the precautionary principle”, the “0.7% of GDP commitment”, the transfer of appropriate technologies, to poverty, to education and Education for Environment and Sustainability, to Integrated water Resources Management (IWRM), etc. In conclusion it can be described as a progressive document, which elevates the Mediterranean contribution to the Rio+10 process and could serve to strengthen Mediterranean environmental policies.

Please feel free to distribute the outcome of the Mediterranean Multi-Stakeholder Consultation Meeting as widely as possible.
