BRIEFING ON THE MALTA WATER MEETINGS

MEDTAC Meeting, Malta, 4 / 7 / 1999

The 3rd MEDTAC meeting (Mediterranean Advisory Committee of the Global Water Partnership) took place in Malta on the 4th of July 1999. MIO-ECSDE is one of its founding members. MEDTAC is preparing three documents for the Global Water Partnership (GWP) on the vision, on "mapping" the situation and on the action programme. Progress was noticed but more work is needed. MIO-ECSDE was represented by Prof. M. Scoullos, while also Dr E. Adly was invited there as a speaker to present the AOYE experience.

2nd GENERAL ASSEMBLY OF THE MEDITERRANEAN WATER NETWORK, MALTA, 5/7/1999

The 2nd General Assembly and Conference of the Mediterranean Water Network, to which MIO-ECSDE is an associated member, took place in Malta on the 5th of July, in parallel to the Euro-Mediterranean Water Director Meeting (6-7 July 1999). This network was, for years, sponsored to a large extent by the Spanish Government and has prepared a series of proposals briefly debated during the meeting in order to be introduced to the Euro-Mediterranean Partnership. A major proposal was to transform this network (which originally started as network of Directors of Mediterranean water services and was widened) to a Euro-Mediterranean Water Network. This proposal was not supported enough and no decision was taken on it. MIO-ECSDE was represented by its Chairman.

EURO-MEDITERRANEAN WATER DIRECTOR MEETING, MALTA, 6-7/7/1999

It is noteworthy that the 3rd Malta meeting, the "official one", was linked to the Mediterranean Water Network meeting. In fact Spain and Italy volunteered to coordinate the EuroMed conference jointly. Instead the Spanish and Italians followed somewhat different directions. Through a very obscure procedure they appointed "working parties" and "produced" instead of an Action Plan a set of proposals for support of specific institutes and schemes (mostly French and Italian although formally for the benefit of the South). This "Action Plan" was introduced by an Italian Consultant who did not make (in writing) not even once a simple mentioning to the work of NGOs or the MCSD and its work or on the previous works of Blue Plan or MEDTAC etc. This is why in the meeting NGOs, UNEP/MAP and others where not only omitted but also practically excluded. Therefore Prof. M. Scoullos participated for one day, through his inclusion in the official Greek Delegation.
Greece and later on other countries in different ways, and most importantly, the Commission (mainly Mrs Mourmouris and Mr Starding) refused the logic of selecting projects or programmes on the spot! Through the Greek Delegation it was asked to identify a series of priority areas, vertical actions (such as the combat of drought etc.) which should derive from all the analyses done until now and a series of horizontal actions (such as a training proposed) in order to identify a matrix the high priority areas. Based on that a transparent call for tender will be made for organisations and consortia to apply including (at least this was our proposal) NGOs. Therefore in Turin there will be the finalisation of this Action Programme and not of the projects.
Prof. M. Scoullos, as Chairman of the MIO-ECSDE and also as a water expert, intends to follow the issue as much as possible.


MIO-ECSDE'S PROPOSAL, TO DGXI OF THE EC, FOR FINANCIAL SUPPORT, OF ITS 1999 WORK-PROGRAMME WAS APPROVED

During July DGXI of the European Commission informed the MIO-ECSDE Secretariat that it had approved MIO-ECSDE's 1999 Work-Programme proposal, submitted under the budget-line "Community Action Programme: Promoting NGOs Primarily Active in the Field of Environmental Protection". According to the contract the subsidy of the Commission will be 50%, maximum, of the proposal's foreseen budget. The Secretariat is continuing, now more relaxed financially, the foreseen 1999 activities, amongst which are the organisation of a Mediterranean Conference on Waste, the edition of new booklets etc.


MIO-ECSDE PUBLICATIONS

The Secretariat proceeded with the broad dissemination of MIO-ECSDE's recent publications, namely:
- Guidelines for the Organisation of Roundtables on Public Participation (english)
- Guides pour l' Organisation de Table Rondes sur la Participation Public (french)
- A Guide for NGO Funding
The publications were sent out in June to all the member organisations, as well as to other NGOs included in MIO-ECSDE's NGO directory and to several International Organisations, libraries, Ministries and other bodies active in the Mediterranean.
We would like to remind you to keep the Secretariat updated to any changes in your address in order to facilitate communication.

MAP/UNEP NEWS


5TH MCSD MEETING, ROME, 1-3 / 7 /1999
During the 5th meeting of the MCSD which took place in Rome on 1-3 July 1999, the task managers of the Thematic Groups reported on the activities carried out by their groups. MIO-ECSDE as task manager of the Thematic Group "Information, Awareness, Environmental Education and Participation" presented the two documents that it has prepared on the issue:
- Background Document of the MCSD Thematic Group on Information, Awareness, Environmental Education and Participation.
- Progress Report of the MCSD Thematic Group on Information, Awareness, Environmental Education and Participation.
An amended version of the proposals made be MIO-ECSDE, on behalf of the group, were accepted by the members of the MCSD and are forwarded to the October 1999 meeting of the Contracting Parties of the Barcelona Convention for approval.
The discussion continued on the method of work and the follow-up of the recommendations, as well as on the selection of new themes, for the programme of work, for the next two or three biennia. Tunisia confirmed its offer to host the 6th MCSD, to be held in November 2000.
Meeting of the Contracting Parties of MAP/UNEP, Malta, 27-30 October 1999
The next meeting of MAP/UNEP's Contracting Parties is scheduled for 27-30 October 1999 in Malta. In view of this meeting MIO-ECSDE is preparing an NGO pre-meeting there and has contacted other NGOs and experts for joint action and collaboration. More information will be given in the next Internal Information Bulletin.
