The 3rd Annual General Meeting of MIO-ECSDE
will be held in the afternoon of December 19th 1998. You are reminded
that your Organisation, in order to have the right to vote at the AGM (only Full Members
vote), must have paid the membership fees for 1998 or must pay them at the
AGM.
The AGM will be held immediately after the Mediterranean
Workshop on the Promotion of Education and Public Awareness for Environment and
Sustainability in the Mediterranean, 18-19 December 1998, organised by MIO-ECSDE, to
which Member Organisations are also invited to participate.
LanguageLanguage: The AGM will be held in English
and French as will be most of the Workshop.
Venue: Venue: The two meetings will be held
at the Training Centre of the National Mortgage Bank of Greece, Vas. Georgiou A’
41-43, 16675 Glyfada (very near the airport), Athens (tel: +301 8943561, fax: 8943574).
Other Information: Other Information: The increase of
membership (extended to 74 Organisations), which was decided during the previous AGM held
in Thessaloniki, limits the Secretariat’s ability to cover the participation costs for
all Members. At the moment MIO-ECSDE can provide for the accommodation of one
representative from each Member Organisation for the nights of the 17th, 18th
and 19th of December.
You are kindly requested to confirm your
participation in the AGM at the latest by the 30th of November. Upon
confirmation the Secretariat will proceed to send you the provisional Agenda and related
documents.
2. SHORT PERIOD INTENSIVE TRAINING
WORKSHOPS FOR NGO STAFF
In the framework of the MIO-ECSDE 1998 Work
Programme three short-period intensive training workshops for NGO staff are planed to be
held in Athens, for the ‘Capacity Building’ of NGO leaders and/or staff, on the issues
of:
- Desertification and Water Management, 10-18 October 1998,
- The Euro-Mediterranean Partnership, 14-22 November 1998,
- Public Participation, 11-18 December 1998.
The contents of the proposal for the
establishment of a Mediterranean NGO Working Group, on Desertification and Water
Management, formulated at the first workshop, are listed below:

9th MIO-ECSDE EXECUTIVE BUREAU
MEETING, 18-19 / 10 / 1998, MONACO
The 9th EBM of MIO-ECSDE took
place in Monaco on the 18th and 19th of December 1998.
The agenda included among other things:
- Review of the activities from May to October 1998
- Progress of the activities of the Annual Work Programme for
1998 (including issues on the: Communication with the CEU, Short Period Intensive
Workshops for NGO Staff, Roundtables on Innovative Participation and Fund Raising
Activities, Mediterranean Workshop on the Promotion of Education and Public Awareness for
the Environment and Sustainability in the Mediterranean)
- Projects (including: SUDECIR, the MIO-ECSDE SMAP proposal,
Circle of Experts)
- Membership (including the evaluation of new membership
applications)
- Next Annual General Meeting of Member-Organisations
- Arabic issue of the ‘Sustainable Mediterranean’
- Next Executive Bureau Meeting
- Other business (including: the proposal for a ‘Mediterranean
Action Day’ and others)
4th MCSD Meeting, Monaco,
20-22/10/1998.
MIO-ECSDE was represented by its Chairman
Prof. M. Scoullos, its Co-Chairman Dr. E.Adly, while its Executive Bureau Member Prof. Y.
Nouri (APNEK) also attended the meeting. In the Meeting M. Scoullos (MIO-ECSDE) was
elected in the MCSD Committee as Vice President, representing the Mediterranean NGOs.
During the meeting the work of the various
Working Groups was reviewed and it became clear that there is overlapping and need for
coordination among the Task Managers with the help of the MAP/UNEP Secretariat. The
Working Group on “Information, Public Awareness, Environmental Education and
Participation”, led by MIO-ECSDE and CREE, will organise a meeting in the first part of
1999 in order to finalise its input, aiming to present it to the Plenary of the next
Meeting in June, for consultation with the rest of the MCSD.
METAP III (Mediterranean Environmental
Technical Assistance Program), Paris, 28-30 October 1998
The meeting of the 10th
Anniversary of the METAP took place in Paris. The meeting reviewed the performance of its
3rd phase (1997-2000) and discussed the priorities for the rest of this period.
M. Scoullos was asked by all the NGO Groups present (‘Comitι de Suivi’) to present
their views, which were very well received by the donors (World Bank-UNDP, EU-EIB) and all
the participants. Emphasis was put to the very low support provided until now to NGOs for
their public awareness and participation programmes and the lack of NGO input in the
selection and monitoring of the projects and their efficiency. Progress was promised for
the rest of the period.
MISCELLANEOUS

World Conference on: “Higher
Education in the XXI Century; Vision and Actions”, UNESCO, Paris, 5-9/10/1998.
World Conference on: “Higher
Education in the XXI Century; Vision and Actions”, UNESCO, Paris, 5-9/10/1998. The
Conference was of Ministerial level. MIO-ECSDE was represented by Prof. Scoullos who
emphasised the lack of Environmental and Sustainable Development components in the
Programme. The Conference produced a noteworthy Declaration.
- Meeting of SMAP Correspondents, Brussels 16-17/11/1998,
organised
by the European Commission DG XI. MIO-ECSDE, being one of the representatives of the NGOs
Steering Committee for SMAP, is invited to attend the first session of the meeting
(16/11/98) as an observer. This session aims at reviewing the implementation of SMAP at
regional and national levels. MIO-ECSDE will be represented by Ms A. Roniotes, Programme
Officer and more information will be given in the coming Bulletins.
- Euro-Mediterranean Information Society Steering Committee.
This
Committee is organising a series of Thematic Workshop in the Euro-Med Area together with
information on two upcoming workshops on Information System technologies applied to the
environment. The purpose of these thematic workshops is to provide an opportunity for
experts in the Mediterranean to meet their counterparts in Europe, to discuss specific
Information Society related issues and to build project partnerships in time for the 5th
Framework Program of the European Union.
One of the next workshops entitled “IT in natural
resource management” will be held in Petra, Jordan on 8-10 November 1998 and will deal
with natural resource management in mining, tourism, agriculture, water management and
other environment related fields. More workshops are foreseen for 1999. (More information:

Mediterrania has informed the Secretariat on their
concern about the disaster which occurred in the
Central-American region and especially
Honduras where it has been collaborating for the past two years with an organisation
(FEHCAFOR) which focuses on issues of the rural people. Mediterrania proposes that we
should all consider to send out financial aid, to help the survival efforts of this poor
country. The money could be gathered in the bank account, for this purpose:

Interdisciplinary Institute for Environmental

INIER informed the Secretariat that it is organising
a meeting in order to launch the new phase of its activities. The meeting will take place
on the 26th of November at the Cultural Centre of the Municipality of Athens.
Discussions will take place on the necessity of establishing new schemes of efficient
diffusion of knowledge, which is a prerequisite for programming effective specific
actions. During the meeting, among others, two new editions of the INIER will also be
presented: “The Planet’s Situation-1998” and “Ecology and Environmental Sciences”.
