‘MEDITERRANEAN WORKSHOP ON THE PROMOTION OF EDUCATION AND PUBLIC AWARENESS FOR ENVIRONMENT AND SUSTAINABILITY’,

17-18 December 1998, Athens

This Workshop is a direct follow up meeting of the International Conference on: ‘Environment and Society: Education and Public Awareness for Sustainability’ (which was held in Thessaloniki, 8-12/12/1997 and was organised by UNESCO and the Greek Government). Its objective is to follow up on the scientific merit of the International Conference: the concepts of sustainability and sustainable development in education, the evaluation and messages of environmental education and a number of ethical, gnosiological and methodological questions, valuable experiences gained through various projects and processes in different countries at different levels, a vast variety of methods and means, addressing different audiences.

The Workshop aims to adapt the main recommendations to the specific conditions and educational systems of the Mediterranean and furthermore to strengthen cooperation among educators working on Environment and Sustainability and to identify if the creation of a systematic collaboration between teachers at national level in the Mediterranean countries is an initiative that may prove applicable and if so, to recommend the needed short and medium term steps.

The meeting will be based on the work conducted within its Working Groups and not so much on the lectures given. Furthermore, will have a trilateral composition comprising

- Educators (Secondary level)

- Administrators of environmental education (Ministry of Education and Ministry of Environment)

- Competent NGOs

3rd ANNUAL GENERAL MEETING OF THE MIO-ECSDE MEMBER ORGANISATIONS, 19 December 1998, Athens.

MIO-ECSDE plans to hold the Annual General Meeting (AGM) of its Member Organisations, on the 19th of December 1998, in Athens, Greece. More information will be provided in the forthcoming Bulletin and by invitations. Members are expected to confirm their interest in attending the AGM.

In the framework of the MIO-ECSDE 1998 Work Programme three short-period intensive training workshops for NGO staff will be held in Athens, on the issues:

  • Desertification and Water Management, 10-18 October 1998,
  • The Euro-Mediterranean Partnership, 14-22 November 1998,
  • Public Participation, 11-18 December 1998.

The purpose of these workshops is ‘Capacity Building’ of NGO leaders and/or staff. There will be three participants in each workshop. The outcomes will be summarised in three relevant reports, which will be available on request, by the Secretariat, to all MIO-ECSDE members.

JOINT MEDITERRANEAN PROJECT: ROUNDTABLES ON INNOVATIVE PARTICIPATION AND FUND RISING ACTIVITIES

The two most critical ‘limiting factors’ on which NGO activity depends are the institutional framework and practices related to public participation at national and local level and the availability of funds.

One day roundtables are foreseen to be organised in 8 Mediterranean countries (potentially in Egypt, France, Greece, Italy, Morocco, Spain, Tunisia and Turkey, by the MIO-ECSDE Executive Bureau Member-Organisations). In order to secure the necessary harmonisation, functionality and comparable outcomes, the MIO-ECSDE Secretariat will draft and disseminate to the individual NGO organisers a set of guidelines, on the aim, the synthesis of the audience, the key-questions etc. of the Roundtables. Representatives of the national governments, local authorities, NGOs, private donors etc. will be invited.

A synthesis of the Reports of the national roundtables will be elaborated by the MIO-ECSDE Secretariat, in order to disseminate the main results and recommendations to the MIO-ECSDE Members and the wider NGO network, with which MIO-ECSDE collaborates.

MIO-ECSDE’s proposal for financial support, of its 1998 work-programme, to DGXI of the EC, was approved

In late August MIO-ECSDE’s Secretariat was informed by the financial unit of DGXI of the European Commission that its proposal, which was submitted under DGXI’s budgetline entitled “ Promotion of environmental NGOs: Participation to the working and activity programme from the 01/01/1998 to the 31/12/1998”, was approved. According to this the subsidy of the Commission to MIO-ECSDE’s 1998 Work-Programme will be 49,99% of its foreseen budget.

Research Project “SUDECIR”: Reaching its End

The SUDECIR (SUstainable Development of European CIties and Regions) research project is reaching its end. MIO-ECSDE, which was responsible for the formulation of a methodology leading to Sustainable Tourism Development, has completed its Case-Study in Rhodes island, Greece, with very interesting results. Apart from the concrete scientific analysis of the sector of tourism (through the detailed examination of its present features and their alternative options and through a newly introduced concept of Carrying Capacity), MIO-ECSDE’s approach paid special attention to the aspect of Stakeholder Participation. The applied participation model, which examined the “vision” and “expectations” of the stakeholders and involved them, right from the begging, in the entire process of the formulation of the Tourism Sustainability Plan, proved to be efficient in terms of ‘Consensus Building’. A Steering Committee is being now set up, with the mediation of MIO-ECSDE, consisted of representatives of bodies involved in Rhodes’s development. The Committee’s objective is to secure the continuation of the dialogue and the implementation of the decisions taken in common.

The four Institutes involved in SUDECIR, namely IEEP, STENUM, TAURUS and MIO-ECSDE, met in Brussels and organised a Workshop on 23/9/1998, in the Building of DGXII of the EC, where they presented the outcomes of their research and their case studies. The Workshop was attended by representatives of the European Commission and coordinators of other relevant research programmes. The developed methodology by the SUDECIR team, was well accepted during the discussions that followed and parts of it are likely to be integrated in the processes followed by the other research groups. This development was very well received by the representative of DGXII, who commented that it is the wish of the EC that “new” projects profit from the experience gained by SUDECIR.

Proceedings of the International Conference on ‘Environment and Society: Education and Public Awareness for Sustainability’ (8-12/12/1997, Thessaloniki, Greece)

The proceedings (a volume of approx. 900 pages) of this International Conference, which was organised by UNESCO and the Government of Greece, with the Secretarial support of the University of Athens and the MIO-ECSDE, are presently being printed. The dissemination procedure, to all the conference participants, is bound to start during mid October.

9th MIO-ECSDE EXECUTIVE BUREAU MEETING, 18 / 12 / 1998, MONACO

The 9th EBM of MIO-ECSDE will take place in Monaco on the 18th of December 1998.

The agenda will include among other things:

  • Review of the activities between May to October 1998.
  • Ongoing activities according to the approved annual work-programme.
  • Membership issues
  • Next Annual General Meeting of Member-Organisations.
