A. THE THESSALONIKI EVENTS

i) International Conference: «Environment and Society: Education and Public Awareness for Sustainability», organised by UNESCO and the Government of Greece (Thessaloniki, Greece, 8-12 December 1997)

Despite the fact that the Conference was organized in a very difficult period (in parallel to the Kyoto meeting and other major events) and in ‘record time’, it succeeded in accomplishing all its major aims. More than 1000 persons representing governmental, intergovernmental institutions and educators from all backgrounds participated actively and were given the opportunity to inform and be informed on a lot of interesting and innovative projects, and to hear and discuss, formally and informally, about principles, actions and projects during the various sessions. As the UNESCO Director General, Dr Federico Mayor, acknowledged during his speech the Conference was of major international importance, the legitimate follow-up in the area of Education for Environment and Education for Sustainability of the major Conferences of Tbilisi (1997), Moscow (1987) and Rio (1992).

Amongst the most important outcomes was the fact that the role of Education was raised as equally important for Sustainability to that of Economy, Legislation and Technology and indeed as the prerequisite for all of them. Moreover, the diversion between the two prevailing tendencies, if not ‘schools’ of thought, which address matters of educating for Environment and those of Sustainability as separate issues, was largely resolved; these tendencies seem to be now united under one single label ‘the Education for Environment and Sustainability’, since in effect the content of their message is the same and the two approaches are complementary, not antagonistic, and therefore cannot be separated. Furthermore, it was recognized that the present level of allocated funds and resources is totally inadequate and concrete support should be provided to train educators with regard to the principles of environmental protection and sustainability, as well as equip and modernize schools and school curricula appropriately in order to induce the sustainability principle in every aspect of Education.

Perhaps the most visible outcome of the Conference was the drafting and the unanimous acceptance of the ‘Thessaloniki Declaration’, a fundamental text containing both principles and proposals and through which the follow up process is secured.

The Conference has called upon Greece to formally present the Declaration and the results to the Commission of Sustainable Development at the Sixth Session in April 1998. An international award was also established for important contributions in the field of Education for Environment and Sustainability.

During the last months of 1997, MIO-ECSDE’s Secretariat, being also the Conference’s Secretariat, devoted most of its time to the organisation of the International Conference. The Secretariat would like to thank all the MIO-ECSDE Members who actively helped during the Conference in many ways, i.e. presentations, chairing, co-chairing, reporting, commenting on documents, enriching the MIO-ECSDE stand with interesting and attractive posters, leaflets and documents, making contacts with other organisations and networks etc. and by providing their support to the Secretariat.

ii) «Twin» Mediterranean NGO Workshop in Porto Carras, Halkidiki, Greece, 6-7 December 1997

The «Twin» Mediterranean NGO Workshop on ‘Public Awareness and Environmental Education: A Tool Leading to Sustainability’ and on ‘Religion, Values and the Environment: Consideration from the Point of View of the Environmental NGOs’ was held in Hotel Sithonia, Potro Carras, Halkidiki, Greece, on the 6th and 7th December 1997. More than 60 participants, representing 50 NGOs from 20 countries, mainly, registered.

The results of the Roundtables that were organised in different countries of the Mediterranean (namely in Croatia, Egypt, Greece, Lebanon, Morocco, Spain, Tunisia and on for Mediterranean islands in Mallorca, Spain) with the support of MIO-ECSDE concerning the issue of ‘Public Awareness and Environmental Education: A Tool Leading to Participation’, were presented, during the first part of the Workshop. Posters of the Roundtables and other activities of the organisations were hung in panels. The discussion was enriched by the intervention of many participants, referring to the experience of their organisations.

The second part of the Workshop, ‘Religion, Values and the Environment: Consideration from the Point of View of the Environmental NGOs’, concluded that the conditions for an extensive “institutionalised” collaboration of MIO-ECSDE with Religious Organisations is not yet mature. Of course MIO-ECSDE Members could take initiatives, as the case might be at national or local level.

The most important output of the ‘Twin’ Workshop was the ‘Thessaloniki NGO Declaration on Environmental Education for a Sustainable Future’ in which, amongst others, the NGOs urge Governments to put emphasis on Environmental Education / Sustainable Development (through action plans and resources for programmes, national strategies etc.), they recommend that emphasis should be given in educating - training of crucial target groups (youth, mothers, teachers, decision/ opinion makers etc.) by using all appropriate channels. They also recommend that NGOs and the civil society should actively participate in the aforementioned activities.

The Declaration was submitted to the International UNESCO Conference of Thessaloniki and contributed considerably to the formulation of the «Declaration of Thessaloniki», the major out-put of the Conference.

iii) MIO-ECSDE’s Annual General Meeting, Hotel Sithonia Beach, Porto Carras, Greece, 5 December 1997

The Annual General Meeting (AGM) of the Member Organisations of MIO-ECSDE is the highest decision body of the Federation. The 2nd AGM was highly attended by representatives of Member Organisations. The main reports presented were the Report of Activities and Budget for 1996 and the Progress Report and Budget for 1997, while the Work Plan and Provisional Budget for 1998 and issues related to the priorities and the overall functioning of MIO-ECSDE were discussed in a positive atmosphere. 22 new applications of Mediterranean NGOs were evaluated and the AGM approved and welcomed 17 Full and 5 Corresponding organisations. According to the By-Laws elections took place where half of the Members of the Executive Bureau were renewed or re-elected. The new Executive Bureau is the following: Chairman: Prof. Michael Scoullos (Greece), Co-Chairman: Dr Emad Adly (Egypt) and Members: Mr Jean Doucet (France), Mr Bruno Neri (Italy), Prof. Mohammed Ftouhi (Morocco), Mr Pepe Abeledo (Spain), Dr Youssef Nouri (Tunisia), Ms Emel Anil (Turkey), Mr Jose Ribas Ridas (EEB) and Mr Evangelos Constantianos (Elliniki Etairia). The results of the AGM will be distributed to the Member Organisations in due time.


FUND-RAISING INFORMATION

Following the decision of the Annual General Meeting of the 5th of December 1997, during this year the Secretariat will focus on providing information to the Member Organisations about Fund - Raising opportunities. Herewith we are starting this attempt, by diffusing relevant information that has reached us:

1. «Across the Waters» Grants and Mediterranean Training Courses 1998, WWF

Deadline for applications: 28 February 1998

«Across the Waters» offers 3 types of grants:

Project Grants: with priority to issues such as:

  • Forests
  • Freshwater and Wetlands
  • Sea and Coasts
  • Urban issues

Maximum amount: CHF 10,000 (approx. 7,500 US$), for partial or total coverage of the project’s budget (project period 12-18 months).

Eligible for: NGOs and Institutions operating in Morocco, Algeria, Tunisia, Libya, Egypt, Jordan, Palestine, Israel, Lebanon, Syria, Cyprus, Turkey, Albania, Former Yugoslavian Republic Of Macedonia, Federal Republic of Yugoslavia (Montenegro), Croatia, Slovenia and Malta. (Applicants from Portugal, Spain, France, Italy and Greece can only present projects based on cooperation with the rest of the Mediterranean countries.

Support Grants:

For the purchase or production of resources (i.e. purchase of office equipment, printing of publications etc.)

Maximum amount CHF 5,000 (approx. US$ 3,700)

Project period: no more than 6/8 months

Training Grants:

  • Targeted at providing training to individuals from NGOs and Institutions of the area, in the field of Environmental Education.
  • Training required could be either the participation at WWF’s Mediterranean Schools or the participation at specific courses etc. already organised by other institutions.

Eligible for all the Mediterranean countries except those within the European Union.

2. Cultural development projects

Call for proposals deadline: 1 March 1998.

Actions:

1) Cultural and artistic projects with a European dimension;

2) Projects enhancing public awareness and giving wider access to the cultural heritage;

3) European cooperation projects carried out through networks or in partnership;

4) Support for European umbrella organizations active in the arts, culture and the cultural heritage.

Requirements:

- projects must take place in the Member States; they can however be also implemented in cooperation with bodies or operators in associated non-member countries;

- projects are due to start in 1998;

- projects can neither be purely national or bilateral (participation of organisations from 4 Member States at least for actions 1 & 2, and 8 MS for action 3 required), nor profit-making, nor covered by other Community funds;

- preference will be given to projects promoting the participation of young people, using new communication technologies, promoting job opportunities, generating synergies between different cultural fields (actions 1 & 2), projects not based in the capital cities (only 1), and concerning a potentially large public (only 2);

Financing rate:

Commission contribution may not exceed 50% of the total cost of the project, and in any event must not exceed the resources obtained by supporters themselves.

Minimal total budget of the project: 100,000 ECU (for actions 3 & 4, the minimal total budget should be of 300,000 ECU).

3. Promotion of environmental NGOs

Call for proposals deadline: 6 March 1998

AimAim: support activities of NGOs active in the field of environmental protection.

Interested actorsInterested actors: environmental NGOs.

Requirements:

- NGOs should be operating at a European level (structure and activities should in principle cover several European countries);

- applicants who submit a proposal under this call are excluded from submitting a proposal under the call for proposals for increasing awareness of the environment;

- the activities must be of Community interest, contribute to the further development and implementation of Community environmental policy and legislation, and meet the principles underlying the V environmental action programme.

Financing rateFinancing rate: up to 50% of the budgeted activities and administrative costs associated with the annual work programme of successful applicants.

4. Equal opportunities

Call for proposals deadline: 15 March 1998.

Aim of the call: exchange, development and transfer of information and experience on good practice.

Interested actors: social partners, NGOs, local and regional authorities.

Duration of the projects: 1 July 98 - 30 June 99

Areas of action: mainstreaming, employment, decision-making, information.

Requirements:

- initiatives which could be eligible for support by other EU programmes (like ESF, NOW, etc.) will not be considered;

- projects must involve organisations from different Member States and/or from States of the European Economic Area (EEA);

- minimum co-financing of 40%.

Financing rate: up to 60% of the total cost of the project. Maximal contribution up to 100,000 ECU. Minimal contribution of 30,000 ECU.

5. Increasing awareness of the environment

Aim: Aim: support measures to educate and increase awareness of the environment.

- the projects must be completed within 12 months;

- in principle, projects should involve partners from at least 3 Member States;

- applicants who submit a proposal under this call are excluded from submitting a proposal under the Community Action Programme for the promotion of environmental NGOs;

6. SAVE II - energy efficiency

Call for proposals deadline: 31 March 1998.

Aim of the call: support specific actions for vigorous energy efficiency.

Interested actors: local and regional authorities, organizations, enterprises, networks of organizations/enterprises.

Areas of action:

a) sectoral targeted pilot actions aimed at accelerating energy efficiency investment and/or improving energy use patterns;

b) measures to foster the exchange of experience aimed at promoting better coordination between international, Community, national, regional and local activities by appropriate means for information dissemination;

c) specific actions in favour of creation of energy management agencies at the regional and urban level;

d) studies aimed at the implementation and completion of Community-wide measures taken to improve energy efficiency.

Requirements: at least 2 non-affiliated partners from different Member States or EEA should be involved for (a), (b), (d); at least 2 regional or local authorities from different Member States or EEA for (c). [Legal entities in associated non-member countries in central and eastern Europe and Cyprus have also the possibility to submit proposals, but before preparing submissions please contact the Commission]

Financing rate: up to 50% of the total cost of the project; up to 100% for studies (d).

NEWS FROM MEETINGS

1. Technical Consultation Meeting of MCSD Task Managers, Athens, 5 / 2 / 1998.

A technical consultation meeting of the Task Managers of the Thematic Groups (TGs) of the MCSD was organised by MAP/UNEP, on 5 February 1998, in Athens. The scope of the meeting was to review and discuss the programmes and timetables of the TGs and to review a draft agenda of the 4th Meeting of the MCSD.

MIO-ECSDE presented briefly the work carried out by the TG on Information, Awareness, Environmental Education and Participation, to which it is Task Manager together with CREE. An outline of the future activities and workplan of the TG was also presented and the financial and technical needs of the Group were discussed, while relative material was disseminated.

2. MIO-ECSDE’s SUDECIR Case-Study in Rhodes Island, Greece: Workshop: «Attempting a Sustainable Tourism Development in Rhodes», Rhodes, 24 January 1998

On the 24th of January 1998, MIO-ECSDE organised a Workshop in Rhodes Island in the framework of its work for the, EU supported research programme, SUDECIR (Sustainable Development of European Cities and Regions). In the framework of SUDECIR, MIO-ECSDE developed a methodology that leads to the formulation of a Sustainability Plan for the Tourism Sector of a region and it is testing this methodology through a Case Study in Rhodes island (Greece).

The Workshop: «Attempting a Sustainable Tourism Development in Rhodes» was meant to gather stakeholders and actors (from the Periphery, Prefecture, Municipality, Commercial Chambers, Hoteliers, Union of Engineers, Universities, National Tourism Orgnaisation, NGOs etc.), relevant and competent in issues of tourism and regional development, to familiarise them with the SUDECIR project and explain to them the steps of the methodology that should lead to a sustainable tourism development for the region. The stakeholders and actors were informed on a series of sustainability criteria that are used to check up on the orientation of the region’s development (which in the case of Rhodes showed unsustainable trends). The criteria were accepted, in principle, by the participants and thus everybody agreed that specific actions had to be initiated in order to reorient tourism towards more sustainable patterns. During the very interesting discussion that followed a very important step towards building consensus was accomplished.

In a second stage MIO-ECSDE, with everybody’s agreement, will organise another Workshop in Rhodes (in May 1998) where it will present a more concrete set of recommendations for a Sustainability Plan, based, to a large extent, on what was discussed at this first Workshop and on the recommendations of the «Integrated Planning Study for the Island of Rhodes» (CAMP, MAP/UNEP). The final aim is to achieve some agreements for action (voluntary or negotiated) between the various stakeholders and actors.

Friends of the Earth - Portugal (FoE-Portugal)

REQUEST OF MATERIALS/INFORMATION

The main project of FoE-Portugal for 1998 is a touring exhibition on environmental issues in the Mediterranean region. The exhibition will include posters, pictures, texts and other materials and will be complemented by audio-visual tools (videos, slides, multimedia). All elements referring to past and present campaigns, successful and unsuccessful stories, activities of the different organisation, sectorial aspects and issues, etc. Also lists of available publications and multimendia tools. For that, FoE-Portugal is searching for all kinds of materials from other Mediterranean organisations.

All contributors will be credited both in the exhibition itself (last panel) and in all printed materials relative to the project (poster, leaflets, CD-ROM etc.)

Centro Regionale d’ Intervento per la Cooperazione (CRIC), Italy

CRIC has informed the Secretariat about the following of its activities:

a. International Certificate Courses: «Environmental Education: Introduction to Sustainable Development»:

Each course is and intensive independent 5 days training unit of max. 25 participants.

Period: 6-10 April / 16-20 November 1998

Place: Natural Eco-Living Training Centre, Calabria, Italy

Target Group: Teachers, teachers’ trainers, environmental educators and activists

Programme: Introduction to the principle of deep-sustainability, to the new trends in environmental education, to sustainable eco-living practices (agroecology, organic farming, permaculture, natural food- health - hygien, solar energy uses), organisations and networks (eco-villages, sustainable communities, cities and towns)

Working Language : English (French and Italian also available on request)

Price: 300$, 150$ for students, unemployed (includes Workshops, Visits)

ECOLANDIA, Consortium WECO:

As a Founding Member of WECO (Consortium of Socially / Environmentally Oriented Companies) CRIC is currently participating in the call for proposals concerning ECOLANDIA in Southern Italy within the framework of the URBAN/EU Programme in Reggio Calabria City.

ECOLANDIA is meant to be a permanent Forum for green ideas. An educational park for environmental know-how and technology, in a fun to do way! The main idea is to create a place of reflection, demonstration and experimentation that shall become a highly visible window displaying environmental awareness and ecological know-how in Southern Italy and in the Mediterranean area. Among the objectives are to promote effective and cost-effective solutions to environmental problems and unemployment; to implement national/transnational cooperation, networking and partnership with an environmental and socially responsible orientation. ECOLANDIA will be located in a suburb of Reggio Calabria on a natural area of 10 hectares. There will be Thematic Areas organised following the four elements: Air-Water-Earth-Fire.
